Son of John and Henrietta (Schroeder) Kemper. On October 28, 1883 he married Catherina Hardock at New Melle, Missouri and six children were born to this union. His wife died May 20, 1897 and on April 14, 1898 he married Miss Ida Hartge of Senate Grove and this marriage was blessed with five children, two of whom predeceased their father. He was a member of Senate Grove Methodist Church and proprietor of Kemper's Mill on Berger Creek. His surviving children were William, Edwin, Clarence, Evaline and John Kemper, Mrs. James Hale, Mrs. Emil Schowe, Mrs. Albert Walker and Mrs. George King.
